Certificate of Confirmation (COC)

It is a written Certification issued by the National Commission on Indigenous Peoples (NCIP) to bonafide indigenous peoples confirming his authenticity and ethnicity as an IP as defined/prescribed in Republic Act 8371 and its Implementing Rules and Regulations. This certification entitles IPs to enjoy all the rights, benefits and privileges guaranteed under R. A. 8371 and all other laws, decrees, Executive Orders and legal issuance promulgated for the Indigenous Peoples.

This program validates and confirm Certificates of Tribe Membership conferred to members of Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs) only for the intent and purpose it was issued, e. g. tribal identification, scholarship, local employment, travel abroad, land matters, NAPOLCOM, AFP (PAF, PA, PN, PM), BFP, BJMP and others.

Who can apply for a COC?

All bonafide Indigenous Peoples (IPs) and their legal dependents as defined in RA 8371 and its Implementing Rules and Regulations.


What are the Requirements:

  1. Genealogy Form
  2. Information Index Form
  3. Certificate of Tribal Membership from Barangay Captain or Tribal Chieftain/Leader of the applicant’s tribe. (For Region 1, authorized tribal leader
  4. Certified/Authenticated photocopy of Birth Certificate
  5. Joint Affidavit of Two (2) Disinterested IP Persons attesting to the Tribal Membership of the applicant (No affiliation/consanguinity to the applicant)
  6. Three (3) pcs. 2 X 2 or passport size ID Picture with name tag
  7. Two (2) pcs. Documentary Stamps
  8. Certificate from Local land Office on the Homestead/Patent No. /Lot No., date of issuance, is (sq.m.) location, No. & Street (For Land Matters)

1 Secure application form Issue genealogy form, explain & guide applicant how to accomplish the form.


Interviews applicant as to his/her tribe affiliation and to what purpose the applicant is applying for certification of confirmation.


Explain to applicant that application  for  COC must be filed from place of origin

– 30 minutes Personnel In- charge on COC Filling up of genealogy form depends on the applicant’s knowledge on his/her genealogy. (If applicant found not a member of the ICCs/IPs, he/she is           automatically disqualified.)
2 Applicant  submit duly accomplished genealogy form Issue Information Index Form upon evaluation of the duly accomplished genealogy form – 15mins. Personnel In- charge of COC
3 Submits duly accomplished Information Index Form Requires submission of other supporting documents depending on the purpose applied for – 30 – 60 mins Personnel In- charge of COC Accomplishment & submission of the required documents depend on the capability of the applicant   to secure the documents.
4 Submit the required documents Receives, records and evaluates the completeness of the required documents. – 30 minutes Personnel In- charge of COC Incomplete application will not be acted upon/ returned to     the applicant for completion.
5 Conduct   field verification and validation of the authenticity of the documents submitted. – 3 – 5 Days Personnel  In- charge of COC validation Verification &validation depends on the distance of the place where the applicant comes from.
6 Prepare  Verification  & Validation report – 2 days Personnel in- charge
  Community Service Center submits to the Provincial Office for endorsement to Technical   Management Service Division, Regional Office No. 02. PO endorse to TMSD for final evaluation for issuance of COC. – 2 days Personnel in-charge All COCs are submitted   to  the TMSD   for   final evaluation for recommendation for            confirmation of  RD  except  for COC for NCIP Educational Assistance Program (EAP) purposes which are  confirmed  by the  respective Provincial Officers concerned.
7 TMSD reviews and evaluates for confirmation/ approval of the Regional Director – 1 day Personnel in- charge
